In Marvel time, it probably has not even been three months. So, couldn't have Pepper just applied for COBRA coverage? Under the Consolidated Omnibus Budget Reconciliation Act, individuals who lose their group health benefits should have the option to continue their coverage temporarily, for up to 18 months.Maybe Pepper forgot to file a claim in time. Or maybe COBRA does not cover individuals who lose their jobs to former supervillains who fend off alien invasions and subsequently dissolve said individual's company.

for COBRA insurance, one must sign up within 30 days of losing (or quitting) one's job... Additionally, COBRA, from what I remember costs about $345 per month for an individual, tough times may not permit the unemployed to afford such high premiums...
Also, I believe Pepper would be covered (see below)

Qualifying Events for Employees:
* Voluntary or involuntary termination of employment for reasons other than gross misconduct
* Reduction in the number of hours of employment
As long as Pepper was well behaved, and was able to afford it... I think she could have been covered.
Anon is correct--I just finished a stretch of unemployment and COBRA is expensive. I don't know what kind of salary she was pulling down, but it's not at all unreasonable for her to forego coverage.
